Arlington Water Pollution Control Facility Phase 7A
Phase 7A is part of a 10-year, modernization and expansion of Arlington’s 72-year-old water pollution control facility. The $134.7 million project boosts the plant’s processing capacity from 30 million gallons per day (GPD) to 40 million GPD. Phase 7A is designed to institute an enhanced nutrient removal system in order to comply with the requirements of the Chesapeake Bay Watershed Nutrient Removal Assistance Act. This involves removing very high levels of nitrogen and significantly improving phosphorous removal.
Broad Run Water Reclamation Facility
Situated near the Potomac River, the Broad Run Water Reclamation Facility, is an engineering and construction marvel. On land once used to grow acres of lush bluegrass, a sophisticated series of pipes, tanks, treatment and control systems protects one of the area’s most vital assets – Chesapeake Bay.

As the plant general contractor, Fru-Con worked under a multi-million dollar contract with the Loudoun County Sanitation Authority to build all preliminary and primary treatment facilities, as well as the administration and operations buildings. Construction included related site work, underground utilities and electrical and mechanical work.
Flat Branch Pump Station & Forced Main Improvements
After winning a $39.4 million contract to expand and upgrade the Flat Branch Pump Station, Fru-Con began work in February 2009. Fru-Con Construction projects completion of the assignment in early 2012.
New Design Road Water Treatment Plant Expansion
Fru-Con began work on the New Design Road Water Treatment Plant in January 2008 after winning a $73 million contract award from Frederick County to expand plant capacity from 8.8 million gallons per day (MGD) to 25 MGD.
Patapsco 852R
Fru-Con Construction is building the world’s largest Fixed Film Denitrification System at the City of Baltimore’s Patapsco Wastewater Treatment Plant located on the Patapsco River, a tributary of the Chesapeake Bay. The City awarded the project to Fru-Con in December 2009 and is one of several expansions and upgrades at the Plant that will occur over the next 3 years; and once completed, it will be the largest installed fixed-film denitrification system in the world.

President and Chief Executive Officer
Clem Mitchell was named president and chief executive officer of Fru-Con Construction in October 2007 after six years with the firm and more than 30 years of construction experience. He joined Fru-Con in 2001 to establish its Eastern Regional Office in metro Washington, D.C.
Corey W. Benner
Corporate Controller
Corey W. Benner serves as the corporate controller for Fru-Con Construction. He joined Fru-Con in 2000 and has held positions of project commercial manager, corporate cash manager and assistant controller. Corey presently oversees the accounting, tax and corporate reporting functions for Fru-Con and manages the financial consolidation of other affiliated companies for Fru-Con Holding.
Denise M. Lucas
Human Resources & Payroll Manager
Denise M. Lucas serves in a dual role as the human resource and payroll manager of Fru-Con Construction. She joined Fru-Con in 2001 with 25 years of payroll and management experience.
Eric J. Anderson
Project Controls & Risk Manager
Eric J. Anderson is responsible for the corporate risk management efforts while overseeing all commercial aspects of Fru-Con’s projects, from the tender phase through project execution and close-outs. He brings over 13 years of commercial experience within the field and corporate operations.
Michael R. Fischer
Vice President
Michael R. Fischer is responsible for  the Operations, Estimating and Procurement for Fru-Con's operations throughout the United States. He has over 30 years of experience in environmental, civil and industrial  construction.  Mike joined Fru-Con in 2006.
Ralf-Rainer Fuchs
Executive Vice President and Chief Financial Officer
Ralf-Rainer Fuchs oversees all company accounting practices and departments. He prepares budgets, financial reports and supervises tax and audit functions of Fru-Con Construction. With his experience in financial management and auditing, with a primary emphasis in construction, he directs the financial strategy, planning and forecasts.

Fru-Con Construction Corp. has completed a $136.5 million contract to upgrade and expand the Arlington County Water Pollution Control Plant in Arlington, Va.  The project began in October 2006 and was completed in August 2010.  The assignment, officially known as Phase 7A, was part of a 10-year, $568 million modernization and expansion of Arlington’s 73-year-old wastewater treatment facility.  The project boosts the processing capacity of the plant from 30 million gallons per day (GPD) to 40 million GPD, while reducing odor and vastly reducing the discharge of biological nutrients into the Four Mile Run River, a tributary of Chesapeake Bay.

Fru-Con Team Achieves Remarkable Zero Lost-Time Injuries in 2009

Fru-Con team members have continued to attain outstanding safety records in 2009. Fru-Con has had zero lost-time injuries this year. This is nothing short of outstanding!

Teams at our New Design and Flat Branch projects remain recordable injury-free. Under the leadership of Joe Duffy, Brad Smith and team, the New Design project has logged more than 250,000 hours without a recordable injury. The Flat Branch team has exceeded 50,000 hours without a recordable injury. In the past three months, we have experienced only one minor injury – a cut finger.

Charlie Weeks, vice president of human resources and safety, has announced his retirement effective Dec. 31, 2009. He joined the Fru-Con family in 1995 and Fru-Con has been fortunate to benefit from his many contributions. He will continue on a limited consulting basis for Fru-Con through October 2012.

Bilfinger Berger News - Investors Affirm Bilfinger Services Growth

The first nine months of 2009 for Bilfinger Berger’s worldwide operations showed steady performance against last year’s exceptional results. While some sectors are down, growing contributions by the company’s services units created steady volume year-to-year. The strength of investor confidence in the firm was recently affirmed with issuance of 8.8 million new no-par value bearer shares that yielded gross proceeds of €270 million to be used to partially finance the acquisition of MCE and maintain the firm’s financial flexibility.

President's Message - Infrastructure Reinvestment Creates Opportunity

The nation’s reinvestment in infrastructure is quickly proving to be the economic jumpstart it was intended to be. The $787 billion American Recovery and Reinvestment Act of 2009 will go a long way toward rebuilding the public works we rely upon as a nation.

The economic stimulus bill, signed into law by President Barack Obama on Feb. 15, 2009, includes $50.8 billion for energy and water projects. The funding is expected to fast-track about $6 billion in wastewater and water projects. Another $30 billion is targeted for federal building infrastructure.

Dr. Jürgen M. Schneider announced his retirement as chief financial officer of Bilfinger Berger after 19 years of exemplary Executive Board performance and service on the Fru-Con board, effective May 7.

He is succeeded by Joachim Muller, who has served on the Executive Board since Nov. 1, 2008. Mr. Muller is now responsible for Accounting, Finance, Controlling, Procurement and IT Management. Like Dr. Schneider, he will serve on the Supervisory Boards of all major companies in the Bilfinger Berger Group.

New Design Road Water Treatment Plant Expansion

Fru-Con is building firm foundations as it triples the capacity of a water treatment facility in Tuscarora, Maryland — literally and ecologically. Fru-Con began work on the New Design Road Water Treatment Plant in January 2008 after winning a $73 million contract award from Frederick County to expand plant capacity from 8.8 million gallons per day (MGD) to 25 MGD. The project will be delivered in phases, with the new wing of the plant slated for commissioning in January 2010, followed by total completion on or before June 16, 2010.

The Fru-Con team is working in close collaboration with members of the Department of Engineering and Planning within Frederick County’s Division of Utilities and Solid Waste Management to achieve the project goals. Engineering team members include Rummel, Klepper, and Kahn, LLP, of Baltimore, Maryland, in association with the Baltimore office of Hazen and Sawyer, Environmental Engineers and Scientists.

Project Update - Fru-Con Foresight Reduces Construction Risk on $39 Million Flat Branch Pump Station

Twenty feet may not seem like much, but it made all the difference in reducing construction risk while improving sewage capacity in burgeoning Fairfax County, Virginia. Through Fru-Con’s foresight, the four-year construction of the $39 million Flat Branch Pump Station & Force Main Improvements guards the structural integrity of an aging 48-inch sewer line over which the plant was initially to be built.

The project, begun in February 2009, will be completed in 2013. It will meet the needs of a growing commercial and residential area by increasing pumping capacity by 60 percent to 120 million gallons a day.

Keeping Fru-Con Workers Safe in 2009

Fru-Con is off to a great start in keeping our employees safe in 2009. During the first four months, our total injury incident rate (the number of injuries requiring medical attention per 100 employees) continued to decline compared with past years. Our Workers’ Compensation claims rate (the number of medical-only injuries per 100 employees) continues a positive six-year trend and remains well below our goal for 2009.

The significance of these two statistics is reflected in the Pyramid Theory. This states that employees who experience lost-time injuries will have a greater number of recordable injuries (injuries with restrictions) which will be based on an even greater number of medical-only injuries. If we reduce the number of medical-only injuries, we also will experience fewer recordable injuries and lost-time injuries.
